Manifestation Determination Review (MDR) – What You Need to Know

A Manifestation Determination Review (MDR) is a process mandated by the Individuals with Disabilities Education Act (IDEA), which governs special education services in the United States. It is conducted when a student with a disability faces disciplinary action, particularly suspension or expulsion, for behavior that is considered a violation of the school’s code of conduct.

IDEA protects students with disabilities from certain disciplinary actions if the violation is caused by or substantially related to the child’s disability. There is a specific process that schools must follow when disciplining a student with an IEP.
